It is something that is old and used. The double lines are worn out into a single line at many places. It is also very strange that the worn out line is always to the left on one side (while moving outwards from the center) and always to the right on the right side of the picture.
One possible explanation is a consistent flow of wind/water in one direction (from below in the picture).

there is enough detail in the image to solve it. detail is the key word.

The structure does not look very rigid (notice that the outside circular structure is wrinkled a lot). The inner circle however seems rigid. Makes me think this structure is made of paper or cloth and has a wood or steel frame.
Things I can think of --
1. Umbrella
2. Tent (a circular one)
3. Pullayar chathurthi kudai.
I guess three guesses over for the day.
An alternate observation:
It looks like the inside of a thin long cylindrical structure. The lighting suggests the picture should be taken from the top right corner creating a bright spot (due to flash) in the bottom left and deep shadow in the extreme inner part of the cylinder.
I am not giving any guesses though since my three are over.

Wow, so many guesses in this new one, was out of station for the year-end vacation.
My first guess is going to be very normal, it is the pic of the inside of a dome from the bottom, possibly that of Capitol Hill in DC.
