that's a leech in some weird roadside zoo/restaurant in east asia trying to crawl to freedom..roadside cause it appears like there are things moving in the background

I was about to make the picture easier after bubs' answers got rather too creative, encouraging the same in the others' comments as well, but Vijay saved the day, right on target on ur first guess.

Answer: this is a merry-go-round at the local fair in San Deigo. The dog sculpture is part of a horse's saddle. You can see the long poles which children hold on to in the background. The key is to match the non-moving foreground with the moving background, shot from the perspective of someont sitting on the horse.
